Assemblywoman Jenne Ignores Constituents’ Request

Watertown, New York – September 26th, 2017

In March of this year, the Jefferson-Lewis County chapter of SCOPE (Shooters Committee On Political Education) asked attendees of the Great Outdoor Expo to sign a letter, asking Assemblywoman Addie Jenne if she would co-sponsor Assembly Bill A6140.

A6140, introduced by Assemblyman Marc Butler, would amend the law and “Limits the application of the “safe act” to the counties of Kings, Queens, Richmond, New York and Bronx.”

225 signatures were obtained and two letters were sent to Assemblywoman Jenne’s office, one with the original signatures and one sent by then chapter vice-chairman, John Elwood.

Mr. Elwood waited for a few weeks for a response before checking with Jenne’s staff. At the time they informed him that they were very busy with the legislative session and would reply to him when the session was over. When he did not get a response after the session had ended, he followed up several times and was told each time that a reply would be forthcoming. To date, no response has been received by Mr. Elwood or any of the signers.

“Regardless of what the subject of the bill is, the people are owed an answer within a reasonable amount of time,” said Bruce Kingsley, Jefferson-Lewis SCOPE Chairman.

“The fact that we cannot get a simple YES or NO answer from our elected representative, after patiently waiting over 6 months, is a problem.” he said.

The chapter is still awaiting a reply from Assemblywoman Jenne.

KRISANNE HALL – KrisAnne Hall is a disabled veteran of the U.S. Army, a Russian linguist, a mother, a pastor’s wife and a patriot. She now travels the country teaching the Constitution and the history that gave us our founding documents 265 days a year and does so at her own expense. KrisAnne is an attorney and former prosecutor, who was fired after refusing to follow her employers order to stop teaching the Constitution to TEA Party groups – she would not sacrifice liberty for a paycheck. KrisAnne has also worked for a law firm defending religious liberty and First Amendment rights. She hosts the “KrisAnne Hall Show”, where she defends Constitutional principles and educates her listeners about their Constitutional rights. KrisAnne has authored the book “Not a Living Breathing Document: Reclaiming Our Constitution”, and the DVD series “The Roots of Liberty: The Historic Foundations of The Bill of Rights” and “Bedtime Stories for Budding Patriots” and “Essential Stories for Junior Patriots.”KrisAnne has received numerous awards for her patriotic efforts: the “Freedom Fighter Award” presented by Americans for Prosperity, the “Certificate of Achievement” from the Sons of the Revolution for her defense of Liberty, and the “Congressman James Blair Award” for Defending the Constitution, to name a few. KrisAnne speaks to audiences all across the country about Constitutional History, American Exceptionalism, and the Fight for Liberty. Her passion and enthusiasm is contagious and she is able to inspire any group. She is a steadfast warrior in the Liberty movement. KrisAnne has provided many years of dedicated service to protecting and defending the United States Constitution, and for that reason, New York State Oath Keepers is proud to honor her with its 2017 Eagle Award. 

Given to individuals who, by their demonstrated leadership abilities in the Constitutional and Liberty movement, have been able to inspire and organize their fellow citizens to protect snd defend the U.S. Constitution against attacks by the state and federal governments.

PALOMA CAPANNA – Paloma Capanna is an Attorney and Policy Analyst who handles civil rights cases involving the Second Amendment in federal and state courts. Her cases often involve the Second Amendment at the intersection of privacy, due process, equal protection, property, and freedoms of speech and religion. She has been the leader in the fight against the New York Safe Act and views the Second Amendment as the modern civil rights movement. Paloma has a unique combination of expertise, perfectly suited for law and public policy analysis. An attorney in private practice for more than 20-years and a prior candidate for public office, Paloma delivers value-added thought leadership. Among her current projects, Paloma is representing Empire State Arms Collectors in the filing of Amicus Briefs in federal litigation. Other of her current clients include the Second Amendment Radio Show, SCOPE, Gun Owners of America, and Orchid Advisors. Paloma is also the architect of the “Civil Rights Restoration Act,” a new bill that was recently introduced in the NYS Assembly and Senate. The bill is supported by the newly-formed chapter of Gun Owners of America – New York as well as the New York Oath Keepers and it is designed to secure equal rights and privileges for gun owners in New York that are enjoyed by everyone else. 

Given to a New York State Sheriff who understands the grave implications of our eroding Constitutional protections under both our federal and state governments, including fighting against Second Amendment attacks under the New York Safe Act and fighting the designation of organizations like the New York Oath Keepers as right wing extremists simply because they oppose unconstitutional laws and acts by the federal and state governments. 

SHERIFF GREGORY R. SEELEY – Sheriff Gregory R. Seeley is a lifelong resident of Greene County and joined the Greene County Sheriff’s Office in 1984. Beginning his career as a deputy, he advanced through civil service testing to the rank of sergeant and later to the rank of lieutenant. He is the first deputy in Greene County history to work his way through the ranks to sheriff. Over the past nine years, Sheriff Seeley has launched the department’s first 24 hour patrol; installed satellite stations across the county to ensure faster patrol response times; created a Crime Scene Investigation Unit,Special Response Team, Dive Team, ATV Patrol and Snowmobile Patrol; and obtained numerous vehicles and patrol equipment through the aid of grants. Under his leadership, the Sheriff’s Office has also formed a K9 Unit that currently consists of two deputies and their award-winning K9 partners. The K9 Unit is funded through community donations and seizures from drug convictions.

Sheriff Seeley has been a strong supporter of the New York Oath Keepers since we were formed in 2009. He is an unwavering and vocal proponent of the Second Amendment who stands behind every American’s right to bear arms. Sheriff Seeley supports several aspects of the NY SAFE ACT, including allowing license pistol permit holders to keep information private and confidential; and that portion of the law which enhances penalties for killing of first responders — firefighters and emergency medical services — by making it first degree murder, requiring life without parole. Seeley has stated, many times, publically that he stands with the people and will do everything in his power to uphold their constitutional rights. Sheriff Seeley said that as Sheriff he represents all the people in Greene County and he has taken an oath to uphold the Constitution of the United States and the Constitution of the State of New York, and he will continue to protect the rights of all citizens, including those rights guaranteed by those constitutions. 


Given to an individual who by his or her actions has done more to destroy the unalienable rights of the people, divide America by class and race, to destroy the constitutional limits on government as outlined in the U.S. Constitution, while at the same time implementing many of tenets of the ‘Communist Manifesto’ (as written by Karl Marx and Frederich Engels) into our Republic.


NOTE: There are a couple of real good candidates for this award at the State and Federal level in 2017, but the recipient’s identity will be kept a secret until the night of the dinner.

This is to notify the general membership of SCOPE  that in 2016 the Jefferson County Fair Administration conducted a running battle with our Jefferson-Lewis SCOPE Chapter during the 2016 Fair Season and refused to grant us a vendor’s slot claiming we were not welcome at the Fair because of what we were and what we represented. They cited that the issue of guns being too  controversial for a County Fair venue and implied we were only there to market guns. Throughout the remainder of 2016 we lobbied and made a lot of noise in the press and recently reapplied for the 2017 Fair venue. As a result of our chapter’s dedication, hard work and perseverance, the Fair board has relented and will permit us to participate as a vendor at the nearly weeklong event. Our treasurer, Mark Houghtaling did a wonderful job of shepherding our application through a minefield of bureaucracy to deliver a win for our chapter and for the 2nd amendment rights of all Jefferson County residents.

A second issue of concern to Jefferson-Lewis SCOPE was a recent letter from the Rotary International Organization claiming that the International Organization could not any longer support activities involving firearms. This was a head turner for us because the Gun Show in Clayton NY,  which we always participate in, is hosted by the local Clayton Rotary which is a subset of Rotary International. Mark’s letter clarifies the position of the Clayton Gun Show promoters and is very welcome news for our Chapter.

So, two kudos to SCOPE’s Jefferson-Lewis’s Chapter and our newly elected Treasurer,  Mark Houghtaling. We are lucky to have him and he serves as a model all SCOPE members should strive to be like. Mark is an action oriented guy and believes that each of us must push the limits if we want to preserve our rights.  Remember, It’s the squeaky wheel that gets the grease so always hold your ground and do not back down.

So here is Mark’s letter to our Chapter Core group which reads as follows:

“Ladies and Gentlemen,

It is my distinct privilege to inform you that I received an email from Jeff Wise, the Fair Concessions Manager, stating that we have been approved to attend the Fair.  Furthermore, they have granted permission to conduct a firearms raffle, as long as no firearms are present.  I have the contract and will get it filled out.  The cost will be $150 for the double space I requested (10’x20′).  We will also need to provide a liability insurance form in the amount of $1M.

I will get signup sheets ready and bring them to the meetings.  We need a bunch of people to fill the time slots.

Additionally, I contacted the Rotary in Clayton concerning the August gun show.  That show WILL go on as planned.  They have thumbed their nose (so to speak) at the International Office.  The man I wrote to is a life NRA member and active in 2nd Amendment activities

Gun rights activists are on a political roll with four recent wins

Second Amendment advocates are on a bit of a political roll recently, with four major victories in just one week.

House Speaker Paul Ryan pulled an anti-gun healthcare proposal from consideration; the governor of North Dakota signed a bill letting residents carry a firearm without a permit; New Mexico lawmakers defeated a gun registry bill and the Supreme Court ruled for a defendant whom a gun rights group had supported.

“It gives us a lot of hope,” Erich Pratt, executive director of Gun Owners of America, said to Fox News. “We just spent the past eight years on the defensive. Now we are playing offensive ball.”

Gorsuch to Feinstein: Heller is the Law of the Land – The Truth About Guns


At his confirmation hearing today, Supreme Court nominee Neil Gorsuch declared that D.C. v. Heller was the law of the land and that he would apply and enforce that decision if confirmed.“Whatever’s in Heller is the law,” he replied to questions about the Second Amendment from Senator Dianne Feinstein (D-Calif.) “And my job is to apply and enforce the law.”Senator Feinstein, who has a rather restrictive view of enumerated rights such as freedom of the press and the right to keep and bear arms, tried to bait Judge Gorsuch into supporting her agenda. The Judge, however, didn’t play along.

Pistol permit holders in NY face recertification deadline

(WBNG) — New York residents who obtained their pistol permit before January 15, 2013 have one year to renew their license.According to state officials, the New York Safe Act brought changes to firearms law that require pistol permit holders to recertify every five years.If your license was issued before January 15, 2013, the date the NY SAFE Act went into effect, the deadline for recertification is January 31, 2018. If your license was issued on or after January 15, 2013, the deadline to recertify is five years after the date the license was issued.New York State Police say they will be sending out letters to people who must recertify their pistol permit.More information can be found by visiting or by calling 1-855-LAW-GUNS.

The constitutional right of Americans to own guns is under attack like never before. FBI: Nearly Three Times More People Stabbed to Death Than Killed With Rifles, Shotguns Combined – Breitbart

The FBI’s 2015 Uniform Crime Report (UCR) shows nearly three times more people were stabbed or hacked to death than were killed with rifles and shotguns combined.Breitbart News previously reported this UCR shows nearly twice as many people were beaten to death with “hands, fists, feet, etc.” in 2015 than were killed with rifles of any kind.According to the FBI, the number of people killed with rifles and shotguns in 2015 totals approximately 548. Nearly three times that many, approximately 1,573, were stabbed or hacked to death.

If you buy a raffle ticket, you’re in the running to win one of the guns at the Lewis County Fair.”Scope” is a group that educates people on legislation concerning firearms.This is Scope’s second year at the Lewis County Fair, and when it tried to expand the raffle to the Jefferson County Fair they were denied.”About five days before the fair started we were rejected,” John Elwood, vice chair for Jefferson and Lewis County Scope said. “The reason was guns were controversial.”Fair organizers in Jefferson County said they would have rented a booth to the group, had it intended to solely educate people about firearms, rather than raffle off weapons.Elwood said banning Scope from the fair played a role in people not attending the Jefferson County Fair.”There have also been a lot of people from Jefferson County who did not go to the Jefferson Fair,  because they didn’t like what the Jefferson County Fair administration did,” Elwood said.The Lewis County Fair has two separate gun raffles, and Lewis County Fair president Doug Hanno said they’ve never had a complaint.”We don’t pick and choose who we let in here,” Hanno said. “We’re gonna let anybody that has a legal purpose come in. I have not had one person say anything negative about it.”Not only are the raffles receiving limited negative feedback, but fair officials say they might actually be attracting people to the fair.””Lewis county really is a hunting, conservation oriented community,” Hanno said. “A lot of people come to the fair just special to buy those raffle tickets.”Scope reps said they expect to raffle off four or five guns by the end of the Lewis County Fair.
