The long and twisted road to “recertification” according to the
NY S.A.F.E. Act of 2013
The evening of January 14th, 2013: The Governor gave a five minute presentation on the “NY S.A.F.E. Act” explaining that the bill
would be printed and circulated. He would also call for vote under a ‘Message of Necessity’ thereby suspending the three-day ‘desk
rule’ called for by legislative rules.
Early morning hours of Tuesday, January 15th: The bill passed through committee, passed in the Senate and one hour after passage
in the Assembly, the Governor signed the bill into law.
Recertification: the journey begins….
